Alec Gershberg’s work focuses on accountability, school governance, education finance, institutional arrangements for public service provision, and intergovernmental relations, both in the developing world and in the United States. He has conducted extensive research on Latin America—particularly Mexico, Nicaragua, and Ecuador—focusing on the devolution of power to schools, communities, and governments. More recently, he has done research in these areas in Egypt, Romania, and sub-Saharan Africa. Mr. Gershberg has frequently served as a consultant to the World Bank, the Inter-American Development Bank, USAID, and the Urban Institute. In 2004–05, he worked full-time at the World Bank as a senior education economist. His current research interests include immigrant students in public schools in New York and California. Mr. Gershberg is lead author of the book Beyond “Bilingual” Education: New Immigrants and Public School Policies in California (2004). As a research associate of the National Bureau of Economic Research, he has argued for increased competition (particularly through reduced negotiated bidding) in the municipal bond market.
