This thesis explores how a de-industrializing city can use its decommissioned infrastructure as an opportunity for new, affordable housing. The proposal is to arrange modular prefabricated units on a defunct railway line in Queens, New York City. The railway structure can support the new units and house public amenities, public parks, and a bike highway.
