    Barry Ensminger

    Profile

    Barry Ensminger has long been engaged at the intersection of health law, policy, program, and management.  Barry became a health lawyer to advocate for low income people, particularly women and children.  He is especially interested in prevention as well as issues where access, quality and cost concerns can be advanced at the same time.  


    Barry has worked in a range of governmental and non-profit settings at the national, state and local levels: Public Citizen Health Research Group and the Center for Law and Social Policy in Washington, DC; Director of Policy and Counsel for New York City Council President Carol Bellamy; Executive Director of Planned Parenthood of New York City; General Counsel of the March of Dimes Birth Defects Foundation and New York City’s Human Resources Administration; Vice President for External Affairs at Maimonides Medical Center in Brooklyn; and consultant to Planned Parenthood Federation of America, a number of health philanthropies and community-based organizations.   


    Barry enjoys sharing his experience and continuing to learn with teachers and students.  He has been a Lecturer at Rutgers University School of Law, an Associate Clinical Professor at the Mailman School of Public Health at Columbia, a Visiting Scholar at the Kennedy School of Government and Institute for Health Policy Studies at UC San Francisco, and is currently taking a course on immigrant history at the CUNY Graduate Center.  He has studied health care in India, South Africa and Haiti.  


    Barry is a graduate of Stanford University and the University of Pennsylvania School of Law.
