WHAT: To transform one of the largest shantytowns in Latin America, the University of Buenos Aires teamed residents with cutting-edge designers, creating a new model for innovative urban design, participatory processes, and community management. The plan for Barrio 31, which was recently approved by the Buenos Aires City Council, challenges received wisdom about revitalizing impoverished neighborhoods. The Observatory on Latin America at the Milano School for International Affairs, Management and Urban Policy presents a discussion with the project's leaders, Javier F. Castro and Ariel C. Misuraca.
