Kosovo: The Hazards of INternational State-building

The UN's Lamberto Zannier and Bloomberg's James Rubin Reflect on Peace and War in the Balkans

Wednesday, February 16, 2010, at The New School

WHAT:

Humanitarianism is cited as a catalyst for American foreign policy in regions from Haiti to Sudan. But how effective is humanitarianism as a tool of international relations—and what is its purpose on the world stage? The recent history of Kosovo—from the failure of diplomacy to stop war in the Balkans, to Slobodon Milosevic's ethnic cleansing policies, to the region's current state of "permanent transition" to fully recognized statehood—offers an object lesson in the pratfalls of nation-building informed by humanitarian doctrine.

As part of its ongoing effort to bring top foreign policy experts and insight to the public, The New School presents a panel discussion by two key figures in the Kosovo intervention—former US diplomat James Rubin and UN Special Representative Lamberto Zannier. Rubin and Zannier will share their personal experiences in the region and discuss what the international community can learn from Kosovo about statehood, humanitarianism, and international intervention.
