No, being a native speaker of a language other than English fulfills the second language requirement.

A certificate or a transcript, including evaluation materials, especially teaching evaluations, if available, must be submitted for applicants to the Curriculum Development concentration.)
Other Teacher Training: If you do not have a certificate, other teacher training will be evaluated by The New School. University credits in language teaching will be considered.
Exactly what does "two years of ESOL teaching experience" mean for the Curriculum Development concentration requirement?
Applicants must submit proof of having taught English as a second language (ESL) or English as a foreign language (EFL) class for a minimum of 600 hours over four semesters for university-level teaching and 720 hours for all other teaching. Please note that tutoring does not fulfill this requirement.
Can I transfer credits from other MA programs?
MA candidates may apply for transfer of up to six credits from a regionally accredited graduate program of another university, provided the courses meet the guidelines set by The New School. All transfer credit determinations are made on a case-by-case basis by a program advisor only after the student is matriculated in the MA TESOL program.
