Mail Services
First-Class Mail (Domestic)
All First-Class mail received in Mail Services by
4:30p.m. is processed and delivered to the Morgan Station Post Office
the same day. Most New York City addresses receive their First-Class
mail the next day.
For prompt processing, provide a valid Index or FOAP
Number with your mail. Mail without a valid Index or FOAP Number
will not be picked up by our Mail Services staff.
Separate and rubberband your First-Class, International,
and Interoffice mail for faster processing.
The Postal Service requires all mailers follow certain
addressing guidelines that allow the efficient processing of letter-size
mail:
- All mail must have a complete
delivery address, a valid ZIP Code and the return address.

- The ZIP Code is the last item in the delivery address. It is
extremely important and must be included (If you need the Zip
Code for a specific address, just log on to the Internet, and
point your Browser to the Zip Code Lookup).
- Do not print or make any markings in the Barcode Clear Zone,
which is the area 4 3/4 inches from the lower right edge and 5/8
inch from the bottom of the mail piece. The Post Office sprays
the delivery point barcode in this area which speeds delivery
of your mail.
- Forwarding instructions, such as Express Mail, Special Delivery,
Priority Mail, Insured, Registered or Certified Mail, should be
clearly written on the mid-left corner of the envelope.
All boxes of mail delivered to Mail Services by the
Facilities department must have a valid Index or FOAP number affixed
to the carton for it to be processed. This will facilitate accurate
charge-back to each departmental budget.
Please Note: As of June
30, 2002, the single-piece 1-ounce First-Class Mail rate is $0.39,
postcards (3.5 x 5 inches minimum, 4.25 x 6 inches maximum) are
$0.24.
Special Mail Services
Charges for these services are in addition to the
postage.
- Certified Mail
Certified mail fee is $2.40 plus postage, it provides
a mailing receipt, and a record of delivery is kept at the recipient's
post office. A return receipt to provide the sender with proof
of delivery can also be purchased for an additional fee of $1.75.
Mailers can now verify delivery status over the Internet at
www.usps.com Certified mail service is available only for First-Class
or Priority Mail. Certified mail is not available for international
mail. For valuables and irreplaceable items, use insured or
registered mail.
- Registered Mail
Registered mail is the most secure option offered
by the Postal Service. It provides added protection for valuable
and important mail. Registered articles are placed under tight
security from the point of mailing to the delivery office. The
fee for registered mail with no declared value is $7.90. The
fee for registered mail valued between $0.01 and $100 is $8.00.
The incremental fee for registered mail with insurance per declared
value is $0.85. Return receipt and restricted delivery services
are available for additional fees. Registered mail to Canada
is subject to a $1,000 indemnity limit. For all other foreign
countries, call Mail Services for the indemnity limit. First-Class
or Priority Mail postage is required on domestic registered
mail.
- Return Receipt
This is the sender's proof of delivery. A return
receipt ($1.85 plus postage) can be purchased for mail sent
COD, Express Mail, mail insured for more than $50, registered
or certified. The return receipt shows who signed for the item
and the date it was delivered.
- Insured Mail
You can purchase insurance coverage up to $5,000 for
Standard mail, as well as Standard mail matter mailed at the
Priority Mail or First-Class Mail rate. For articles insured
for up to $50 the fee is $1.35. The fee for numbered insurance
service over $50 and up to $100 is $2.20. There is an incremental
fee of $1.00 for each $100 in value over $100 up to $5,000.
A receipt of delivery is signed by the recipient and filed at
the delivery post office. Do not insure your packages for more
than their value. The amount of insurance coverage for loss
will be the actual value, less depreciation. No payments are
made for sentimental losses or for any expenses incurred as
a result of the loss.
- Restricted Delivery
Restricted delivery ($3.70 plus postage) means that
the mail is only delivered to a specific addressee, or to someone
authorized in writing to receive mail for the addressee. Restricted
delivery is available only for registered mail, certified mail,
COD mail, and mail insured for more than $50. Restricted delivery
mail addressed to officials of government agencies, members
of the legislative and judicial branches of federal and state
governments, members of the diplomatic corps, minors, and individuals
under guardianship can be delivered to an agent without the
addressee's written authorization.
Overnight Delivery
The Mail Services Department periodically evaluates
and monitors private overnight couriers such as UPS, DHL, FEDEX,
AIRBORNE, etc. for quality service and rates. Contracts are negotiated
based upon our volume and the service we require. All couriers offer
a wide variety of services. For examples:
- FedEx Priority overnight will deliver your package the next
business day by 10:30 a.m.
- $8.65 for region 2, up to $11.50 for region 8 FedEx Standard
overnight will deliver your package the next business day by 3:00
p.m.
- $8.10 for region 2, up to $10.80 for region 8 Private couriers:
FedEx and UPS apply an additional $10.00 surcharge for Saturday
and Holiday delivery, use Express Mail for Saturday, Sunday and
Holiday delivery. There are no additional charges and you save
approximately $7.00 per piece.
- FedEx Economy service is a two-day service with delivery by
3:00 p.m. The cost is $5.15 for up to one pound, $6.70 for 5 pounds.
This is a secure and reliable service worth considering instead
of Priority Mail ($3.20 for up to two pounds, $6.50 for 5 pounds)
when proof of delivery is required.
Steps in preparing overnight
letters or packages:
- The Airbill must be filled out clearly and completely.
- Write your department's Index or FOAP number in the Customer
Reference Number section.
- Press firmly when writing and do not remove any of the airbill
copies. Mail Services will file a copy and use it for tracking
purposes. If you want to keep a copy for your records, just write
the airbill number down or make a photocopy of the airbill.
- Letters and packages must be received by 4:15 p.m. in the
Mail Services department to be picked-up by the courier.
- To track an overnight letter or package, call Mail Services.
We have computerized tracking capabilities for most couriers with
immediate response.

- International overnight is limited to selected countries,
all other countries are two or more business days. Please call
Mail Services for further information.
International Mail
All letter size international mail is sent through
the USPS. Flats, books and small packages are sent through FALA
International Mail Service. FALA offers two levels of service IPA
and ISAL ($4.75 and $3.75 per pound, respectively). Please call
Mail Services for information on other international mail services
such as Express Mail International Service, Parcel Post, and M-Bag.
It is very important for your department to have all International
mail addressed correctly.

Steps in preparing international
mail:
- Separate International Mail from Domestic Mail.
- Airmail should be stamped on letters, and printed
clearly on packages.
- The last line of an International Mail address should be the
country name capitalized and spelled out correctly.
- Special services (Registered, Insured and Return Receipts)
are also available for International Mail (International Mail
cannot be sent Certified).
- Consider using lightweight TYVEK envelopes as an economy measure.
- Your department's Index or FOAP number must be marked
or attached to your mail.
