Reply Mail (BRM)
Business Reply Mail (BRM) allows you to receive
First-Class mail back from the addressee by paying postage only
on the returned mail. For example, if you mail 2,000 pieces and
only receive 600 responses, you only pay postage for the 600 returned
pieces. This is an option to consider instead of putting postage
stamps on envelopes and losing postage on the pieces not returned.
BRM requires a permit from the USPS with an annual
fee of $150.00. The BRE (Business Reply Envelope) or BRC (Business
Reply Card) must conform to specific BRM design formatting to qualify, including the unique ZIP+4 code assigned by the USPS for our address.
Although issued for the same address, BRE and BRC's have different ZIP+4 codes.

There are three BRM payment options:
- BRM Basic Service - $160 annual permit
fee
Cost per returned piece:
First-Class postage + 75 cents
1-ounce letter - 39 cents + 65 cents = 104 cents
Postcard - 24 cents + 65 cents = 89 cents
- BRM High Volume - $160 annual permit
fee plus $500 annual BRM accounting fee
Cost per returned piece:
First-Class postage + 11 cents
1-ounce letter - 39 cents + 11 cents = 50 cents
Postcard - 24 cents + 11 cents = 35 cents
Best if return volume is 1,400 pieces or more per year
- QBRM (Qualified Business Reply Mail)
- $150 annual permit fee plus $500 annual BRM accounting fee -
design of mailpiece must be automation compatible, and approved
by the USPS for QBRM.
Cost per returned piece:
QBRM postage (35 cents) + 6 cents
1-ounce letter - 35 cents + 6 cents = 41 cents
Postcard - 20 cents + 6 cents = 26 cents Best if return volume
is 1,100 pieces or more annually
